The definition of ´precipate´ is "to cause to seperate from solution or suspension," which is what occurs in this reaction. The iron and aluminum electrode rods send an electrical charge through the water. This charge creates the ions to be unstable; thereby crating an electrochemical reaction, resulting in the oxidization of the dissolved solids (metals and minerals), and the green, cloudy, clumpy scum that is the byproduct of that reaction. This is not caused by particles coming off the rods.

Water with higher dissolved solids (contaminants) will be more reactant and become darker. Water that´s gone through reverse osmosis (RO) will be clear to a very light yellow, indicating it is less reactant. Water that is completely pure (from distillation or 5-6 stage RO) will remain clear and unchanged. Therefore, there is a very visible difference between the way tap water and purified water reacts to the precipitator.
